Hideouts are signs of lawlesness and need to be defeated so they cannot wreak havoc anymore. Most of the time they carry items, which you can loot after defeating them. Some hideouts are stronger than others: Advanced Hideouts. Those can only be fought with alliance help using units on alliance duty.
