You earn credits if you complete missions. The more advanced the mission is, the more credits you earn. For more advanced missions to be able to spawn, you have to fulfill certain requirements, which mostly consist of a certain quantity of fire/police/etc. stations to be in your possession and/or some POIs to be set.
