Click on the "Alliance" menu in the lower right corner. Several alliances will be suggested to you. You can join one of these alliance by clicking the "join" button.

 

For private alliances you have to apply before you can join them. You won't be able to join the alliance unless they accept your application.

 

You can also create your own alliance.
