Make sure your units are fully recovered and healed. All units that are still in recovery are unable to fight for you. Also already travelling units can not be used.

The other lord might have a protection shield active as well.

The foreign lord's level might also be too low or too high for you. You can check your possible attack range in your onw player profile.
