You can find the rankings under Player info > Player rankings. Here, all players are sorted according to various categories, such as level. The best players in each category are displayed at the top.

The rookie rankings

The rookie ranking is a sub-category that only lists "new" players. All players with an account younger than 14 days are presented here and sorted by XP value.
